Questions Regarding (Paid) Parental Leave Options in Taiwan

Dear Ladies and Gentlemen, ? ? I am a German citizen and currently writing my bachelor´s thesis on the Taiwanese welfare state as part of my political science studies at the Freie Universität Berlin. ? ? I have already been able to find a lot of information and data on the Ministry of Labor´s website. Additionally I hope you can help me with the following questions regarding the (paid)parental leave options in Taiwan for finalising my bachelor´s thesis: ? ? 1) Can you please help me to understand why parents in Taiwan have to apply for parental leave and paid parental leave in two different steps. ? ? 2) What are the current numbers, known to you, of parents applying for parental leave and paid parental leave? Is everyone who is allowed to apply for parental leave also allowed to apply for paid parental leave? How flexible can parents combine their 6 months each? What are the differences in the application rates between the genders? What do you think are the reasons for the differences? ? ? 3) Do the same(paid) parental leave regulations also apply to same-sex couples? Do I understand it correctly that each parent part (e.g. father and mother) can apply for up to 6 months each of parental leave and paid parental leave options? Does that mean that the (paid) parental leave is non-transferable leading to individual ? entitlements? ? ? 4) If I understood it correctly, parents can combine their (paid) parental leave for up to 12 months and the comeback into the job is protected by law. Is that right? ? Are there cases where the comeback does not work well?If yes, what are the reasons from your perspective? ? ? ? 5) How does the social insurance program in Taiwan for working people look like? What does it mean that the paid parental leave allowance shall be 60% of the insured person's average monthly insurance salary six months prior to the month the person went on parental leave? Does that mean parents have to apply six month prior the leave? Can you please explain to me by whom the subsidies of 20% are granted and are they granted for 12 months if both parent apply for parental leave options or only for 6 month despite two persons applying? ? ? 6) Could you please tell me something about the new flexible parental leave options according to some employees can apply for depending on if their companies join the program? ? ? How is the new concept designed? Can you still apply for the paid parental leave option in this case? How successful is it (how many companies adopted or want to adopt the new leave option)? ? ? 7) Since I am also looking at the childcare policies in Taiwan and the enrolment rates, I would like to ask you, what the numbers of one-year-old children and two- year-old children being under (paid) parental leave options each year are(percentage)? This data can help me to estimate how many children are not joining or only partly joining childcare facilities in Taiwan in their first two years due to the (paid) parental leave options. ? ? ? Additionally, I would like to ask for further source recommendations and a source helping me to overlook the evolution of the (paid) parental leave options in Taiwan. ? ?
